| Короткий огляд (реферат): | У статті уточнено економічну сутність понятійного апарату щодо категорій «моніторинг» та «контроль» як необхідної умови функціонування економічного механізму імплементації стратегії сільського розвитку. Розкрито значення, принципи та особливості моніторингу і контролю функціонування економічного механізму реалізації розробленої стратегії в контексті сталості соціально-економічного розвитку сільських територій. Розглянуто законодавче унормування основних положень моніторингу та оцінки реалізації стратегічних планів і вітчизняну практику планування цих процесів. Запропоновано алгоритм організації моніторингу і контролю функціонування економічного механізму реалізації стратегії сталого сільського розвитку в сучасних умовах. |
| Опис: | The article deals with the economic essence of the conceptual apparatus in relation to the categories "monitoring" and "control" as the necessary condition for the functioning of the economic mechanism for the implementation of the rural development strategy. The existing theoretical approaches to the economic essence of the conceptual apparatus concerning the category "monitoring" are generalized. It is proposed to consider monitoring the implementation of the strategy of sustainable development of rural areas as a specially organized and constantly operating system for collecting and analyzing the necessary information regarding the results of the implementation of long-term and operational goals and objectives for achieving the strategic goal of rural development in modern conditions in order to timely identify problems and deviations from the intended results and making the necessary adjustments. Taking into account the necessity of development of rural territories on the basis of multifunctionality and sustainability, it is proposed to monitor and control the implementation of rural development strategies through a system of effective indicators assessing the level of its socio-economic status. The legislative regulation of the main provisions of monitoring and evaluation of the implementation of strategic plans and the domestic practice of planning these processes is considered. The importance, principles and peculiarities of monitoring and control of the functioning of the economic mechanism of implementation of the developed strategy in the context of the sustainability of socio-economic development of rural areas are revealed. The legislative regulation of the main provisions of monitoring and evaluation of the implementation of strategic plans and the domestic practice of planning these processes is considered. The algorithm of the organization of monitoring and control of the functioning of the economic mechanism for implementation of the strategy of sustainable rural development in the present conditions is proposed. |
